Packers NFL Draft grade for selecting Georgia DB Javon Bullard in the second round

The Green Bay Packers are notorious for investing heavily in their defense come draft day and managed to do so once again with some great value in the second round with the selection of Georgia safety Javon Bullard.

Bullard projects as an immediate difference maker for a team that just lost Darnell Savage to free agency. With free agent signee Xavier McKinney locking up one safety spot Bullard is well suited to slide into the other. Bullard’s versatility will allow the Packers to move him into nicker, an in the box safety, or more in the back end which means he should be on the field day one for an underrated Green Bay defense.

An excellent athlete with top tier burst, physicality, and instinct, Bullard graded out as one of the drafts top safeties and defensive backs. It was a bit of a surprise that the Bulldogs elite defender fell this far into the second round and the Packers reap the reward of some tremendous value.

Packers rookie Javon Bullard already impressing: ‘He’s a sharp guy’

Jeff Hafley liked how Packers DB Javon Bullard absorbed information and translated it to the practice field during rookie minicamp.

Last weekend’s rookie minicamp allowed only a short look at defensive back Javon Bullard and the new draft picks for the Green Bay Packers, but an opportunity for the first-year players to absorb information and translate it to the practice field over two days provided a chance for Bullard to impress his new coaches, including defensive coordinator Jeff Hafley.

As much as rookie minicamp is for showing off physical skills, the mental side can also shine through.

“The best part of it is, you don’t really know what you’re getting until you get into a meeting room with him. He’s a sharp guy,” Hafley said Monday. “His ability to learn and process during those two days was impressive. When you get a guy who can play that fast and can take what he learned in the meeting room and bring it out onto the field, he’s got a chance. Small little glimpse of what we’re going to get when they get here, but excited to have him.”

The Packers took Bullard with the 58th overall pick in the draft. At Georgia, Bullard played in the slot, deep as a safety and in the box for an NFL-style defense, giving Hafley another versatile, interchangeable defensive back to pair with Xavier McKinney.

An ability to digest information is vital to a rookie. Bullard will be learning a brand new defense in Green Bay, and if he’s a starter at safety — like many expect — he’ll need to know not only his own responsibilities on every play but the jobs of many others in the secondary. To play fast is to play without hesitation.

Hafley, now the Packers’ first-year defensive coordinator after a stint as the head coach of Boston College, recruited Bullard coming out of high school. He’s seeing many of the same things he saw on his high school and college film.

“Loved his tape,” Hafley said. “Loved the way he played, loved the playstyle. Loved the versatility. He’s a physical guy. He can run. He can cover. He can play deep. He can play in the slot. He can blitz. He’s bigger when you see him. He’s thick, strong.”

Dane Brugler’s scouting report: “A two-year starter at Georgia, Bullard played the field safety role in head coach Kirby Smart’s 3-3-5 base scheme, and he also saw reps in the box and slot. The lowest-ranked recruit in Smart’s 2021 recruiting class, he played the “STAR” nickel position in 2022 before moving to free safety. He didn’t allow a touchdown in coverage during the 2023 season. With his swagger fitting up the run, Bullard is assignment sound as a down safety, where he can quickly diagnose, drive and make plays at the football. He has the eye balance to rapidly read routes, although his timing will need to be pristine to cover NFL receivers and tight ends. Overall, Bullard doesn’t have ideal size or length, but he is ultra-instinctive and makes his presence felt at all three levels of the field. His skill set fits best as a hybrid nickel defender who can handle box duties, disguise his intentions and drop into space.”

Lance Zierlein’s scouting report: “Bullard isn’t a clean fit as a full-time nickel and might lack the length and range teams seek from a split safety, but he’s a good football player with the field awareness teams are looking for. He’s going to be a little tight with lateral movements, which will create some throwing windows and missed tackles from time to time, but his route recognition and angles of pursuit help to stabilize his play. There will be some challenging matchups, but Georgia’s provided the blueprint by playing him as a big nickel with run support and modest man cover duties — NFL teams would be wise to follow suit. With the right fit, Bullard should develop into a quality NFL starter.”

Here’s what Bullard brings to the Green Bay Packers defense…

The Green Bay Packers added some help to their secondary in the 2024 NFL draft over the weekend.

The Packers took former Georgia safety Javon Bullard in the second round of the this year’s draft, marking the second safety off the board as the No. 58 pick behind Tyler Nubin of Minnesota. Green Bay also added safeties Evan Williams (Oregon) and Kitan Oladapo (Oregon State) in the fourth and fifth rounds respectively.

What does Bullard bring to a loaded Green Bay defense?

The answer to that question, in short, is versatility. Bullard (5-foot-11, 198 pounds) starred at both nickelback and safety during his career in Athens.

At nickelback, Bullard earned Defensive MVP honors in both the College Football Playoff semifinal in the Peach Bowl and the national championship game as a sophomore in 2022. He moved to safety in 2023 and didn’t miss a beat, earning second-team All-SEC honors after helping Georgia to a 13-1 season.

The Milledgeville, Georgia, native is a true testament to the development taking place in Athens. Bullard was recruited lightly coming out of Baldwin High School. He was considered a three-star recruit, rated as the No. 634 player overall in the 2021 class, per 247Sports. He exceeded expectations as a Bulldog and went on to become another highly-drafted defensive back in the Kirby Smart era.

In Green Bay, new defensive coordinator Jeff Hafley will have plenty of options when it comes to fitting Bullard into his 4-3 scheme. While UGA primarily deploys a 3-4 scheme, Smart’s Dawgs play with a hybrid model that utilizes players who can play multiple positions.

In 32 career games at Georgia, Bullard totaled 114 tackles, eight tackles for loss, four sacks, eight pass deflections, four interceptions and one fumble recovery.

There’s a real chance that the Packers defense starts four Bulldogs in 2024. Bullard joins cornerback Eric Stokes, linebacker Quay Walker and defensive tackle Devonte Wyatt, each drafted from Georgia since 2021.

In Javon Bullard, Packers find Xavier McKinney’s ‘interchangeable’ running mate

The Packers wanted an interchangeable safety to pair with Xavier McKinney. Enter: second-round pick Javon Bullard.

When Jeff Hafely had his introductory press conference as the Green Bay Packers new defensive coordinator, he went into detail about what he’s looking for at the safety position.

When GM Brian Gutekunst has described what he wants at the safety position, his response has been much more brief. In fact, you can often boil it down to one word: “interchangeable.”

“For me, those guys I’d love to be interchangeable,” said Gutekunst on Monday about the two safeties and the nickel position. “I’d like them to be able to do everything. I think that’s really tough on an offense when those guys can move down inside, they can play the post, they can go in the nickel and cover. I think when you have two guys that can do everything, it’ll allow Jeff to be much more, you know, efficient so to speak.”

We know that Xavier McKinney can wear a variety of hats, but one of the tasks at the top of Gutekunst’s to-do list in the draft was finding a running mate for him that can do the same. And it sure looks like the Packers were able to, selecting Georgia safety Javon Bullard in the second round.

“He’s a good football player,” said Assistant Director of College Scouting Pat Moore. “He’s very smart, knows how to play, knows how to make plays. I don’t think we took him with a specific spot in mind other than a good secondary player who can help us.”

During the 2022 season, Bullard spent most of his snaps lined up in the slot, where he held opponents to 8.9 yards per catch with two interceptions and five pass breakups.

Then in 2023, with Georgia wanting to get all of their top defenders on the field, Bullard made the move to playing free safety, where he held opponents to 8.5 yards per catch with two more interceptions and five more pass breakups.

Throughout his career, regardless of where Bullard has been asked to line up, he’s been a very reliable tackler as well.

“As far as my role, man, just being — really doing whatever the team needed me to do, man,” Bullard told reporters on Friday night. “It was some cases where as far as my sophomore year at nickel, there were some cases where I was more involved in the run game and more involved in blitz packages and things like that and also more involved in man to man coverage, being able to cover slot receivers and things like that.

“As far as safety, we lost a great player in Chris Smith to the NFL, as well, so like I said, just being that versatile Swiss Army knife that the team needs, whatever they ask me to do, I will definitely do that and I try to do it at a high level.”

The reason why Gutekunst and Hafley want these roles to be interchangeable is because it will make it more difficult for opposing offenses to decipher what the Packers are doing defensively. With Bullard and McKinney each able to take on different responsibilities, it becomes much more difficult for offenses to get a beat on where they will be lined up or what they are being asked to do.

From a game-planning perspective, it really opens up the playbook for Hafley. That level of versatility at multiple spots allows him to be much more flexible with adjustments, and able to alter the game-plan week-to-week depending on who the opponent is and how they operate.

In short, it allows the Packers to better plan for the opponent, but makes it more difficult for the opponent to plan for them.

“I think probably his ability to maybe play more nickel than some of those guys,” said Moore on why they preferred Bullard over other safeties. “We felt like him at the second level, playing that slot and playing a little bit more nickel, with the ability to play safety as well was probably a strength. Just really we have a good feel for him and who he is and what he’s going to bring to our defense intangible-wise, too. That’s just where we had him stacked.”

As Hafley made clear in his first press conference, safety is a crucial position in his defensive scheme that isn’t afraid to send five or six-man pressures and utilize press coverage, both of which can leave the safety on an island. As a result, this offseason, Gutekunst has prioritized the position, and in doing so, put an emphasis on versatility.

Of all the guys taken on the draft’s second day, he might’ve had the best reaction.

A video showed Bullard getting his call from the Green Bay Packers to be picked in the second round, and Bullard seemed very fired up about the pick.

He yelled something absolutely delightful … and definitely not safe for work … about joining the Packers.
