Houston Texans claim RB Dontrell Hilliard off waivers from the Browns

The Houston Texans have successfully claimed running back Dontrell Hilliard off waivers from the Cleveland Browns. The move was made official on the NFL’s transaction wire on Tuesday.

Hilliard was waived by the Browns over the weekend in order to make room on the roster for Wyatt Teller when the starting right guard was activated from the reserve/COVID-19 list. Any hope of bringing Hilliard back to the practice squad was thwarted when the Texans claimed him.

In Houston, Hilliard rejoins former Browns teammate Duke Johnson in the backfield. They were together in Cleveland in 2018, Hilliard’s first season with the Browns. In 30 games over three seasons with the Browns, Hilliard had 22 carries for 97 yards and 22 receptions for 199 yards. He also saw some action as the team’s return specialist.

The Houston Texans made a couple of roster moves on Tuesday, including claiming RB Dontrell Hilliard off waivers from the Cleveland Browns.

The Houston Texans are adding more depth to their running back stable.

On Tuesday, the Texans claimed running back Dontrell Hilliard off waivers from the Cleveland Browns. The Texans placed Hilliard on the exempt/commissioner permission list.

Hilliard is a 2018 undrafted free agent from Tulane, who has experience as a kick and punt returner. In his 30 career games with the Browns, Hilliard returned 30 kickoffs for a 23.5-yard average. Hilliard returned all of his punts in 2019 when he fielded 15 for an average of 7.1 yards.

Houston also signed long snapper Anthony Kukwa to the practice squad.

The Texans placed practice squad protections on receivers Chad Hansen, Steven Mitchell, Damion Rantley, and defensive tackle Alufohai Auzoyah.

Browns sign Dontrell Hilliard to the active roster

The Browns turned to a familiar face to fill the open spot on the 53-man active roster. Running back Dontrell Hilliard gets the nod.

Hilliard was signed off the team’s practice squad on Wednesday. He has been on the team’s practice squad all season after playing in 25 games in his first two years in Cleveland as both a running back and return man.

With return specialist JoJo Natson now on injured reserve, Hilliard’s role is likely to focus on special teams. He’s also proven a capable receiver (20 catches) out of the backfield.

The Browns signed another member of the practice squad, safety Jovante Moffatt, to the active roster on Tuesday.

Browns continue practice squad protection for Garrett Gilbert, Greg Senat

For the third week in a row, Garrett Gilbert has been one of the four protected practice squad players for the Cleveland Browns. Protecting the third-string QB from getting signed away by another team remains a priority for coach Kevin Stefanski and his Browns staff.

Gilbert has been on the 4-man protected list all three weeks. So has offensive tackle Greg Senat, who was signed just before Week 1.

This week they are joined by new practice squad kicker Matthew McCrane and running back Dontrell Hilliard. McCrane was just signed to the Browns’ practice squad on Tuesday and was almost immediately placed on the protected list. Cody Parkey was protected prior to Week 1 before usurping the starting PK role from ineffective Austin Seibert for Week 2.

The first two Cleveland Browns players to get placed on the reserve/COVID-19 list have been activated. The team removed RB Dontrell Hilliard and S Jovante Moffatt from the list on Tuesday.

Hilliard and Moffatt initially went on the list on July 26th. Hilliard, a third-year running back and return man, was the first active player to get placed on the list. Being placed on the list is not an indication of a positive test.

Both players are now free to work out with teammates.

Punter Jamie Gillan was removed from the list on Monday after a clarification about players who had previously tested positive for COVID-19 before joining the team activities came from the league.

What’s next for Jamie Gillan and other Browns on the COVID-19 reserve list?

Gillan’s case could be an exception to the general rules here

Browns punter Jamie Gillan joined RB Dontrell Hilliard and safety Jovante Moffatt on the NFL reserve/COVID-19 list this week. It’s an indication that the players either tested positive or have been in close contact with someone who is confirmed to have the coronavirus infection.

What happens next for those players and the Browns as training camp fires up?

Per the NFL’s information on the newly created reserve/COVID-19 list, there are three different scenarios. They depend on if the player tested positive or negative and if he is symptomatic or asymptomatic.

For positive tests…

Asymptomatic players cannot return until:

  • 10 days after the initial positive test OR
  • 5 days have passed since the initial positive test and two consecutive negative tests are completed separated by 24 hours within a five-day period
  • Return must be approved by the team’s physician and the league’s Infection Control Specialist, or ICS

Symptomatic players can’t return until:

  • 10 days have passed since the first COVID-19 symptoms appeared
  • At least 72 hours have passed since the symptoms last occurred
  • Return is approved by the team’s physician after consulting with ICS and NFL’s chief medical officer
  • Local regulations and requirements are satisfied

For players who test negative and are asymptomatic but have been in close contact with an infected person, the rules change.

  • Second negative test within 24 hours of initial negative test
  • Increased symptom monitoring
  • Eight days of daily virus testing
  • Regular testing schedule thereafter

Gillan’s case is unusual because he had a positive test and some mild symptoms in early July and then also tested negative with his initial screening on Tuesday. His positive test on Wednesday sends him into the protocols for positive testing, but how the league handles his prior symptoms and lack of them now remains to be seen. I reached out to the NFL for clarification and have not gotten a response.

One of the concessions to the COVID-19 pandemic from the NFL and the NFLPA is the ability for players to choose to opt-out from playing in the 2020 season.

Under the agreement reached between the NFL and the NFLPA, players have until August 3rd to choose to opt-out of the year ahead. Players deemed to be in the “high-risk” category will earn $350,000 for the upcoming season, and those not placed in that category will earn $150,000 for the year ahead.

In addition to the opt-out option, the league also created a special reserve list for players who either test positive for COVID-19 or who have been quarantined due to close contact with someone who is infected. Placement on the reserve list does not indicate if the player himself tested positive.

Kansas City Chiefs starting right guard Laurent Duvernay-Tardif, a trained medical professional off the field, was the first player to opt-out. Here’s who has opted out from playing across the AFC North, as well as the players listed on each team’s COVID-19 reserve list.

Cleveland Browns running back Dontrell Hilliard is the first NFL veteran player to get placed on the new reserve/COVID-19 list.

Hilliard appeared as one of six names on the initial list published on the NFL’s transaction wire over the weekend. The third-year RB is the only player on the list that is not an undrafted rookie.

Players placed on the list either tested positive or are in close quarantine contact with someone who is infected with the COVID-19 virus. Hilliard was among the Browns players who were tested on Friday in advance of reporting to training camp.

The Browns have another player on the list besides Hilliard. Undrafted rookie safety Jovante Moffatt also appears on the new list, a creation of the agreement between the NFL and NFLPA establishing protocols for football during the global pandemic.

6 Browns in need of a good training camp to stick around on the team

Training camp is still scheduled to begin in late July. When the Browns players return to Berea for the annual rite of football passage later this month, some players will be fighting for their right to get one of the (great) new redesigned Browns jerseys with their name on the back.

Regime changes are nothing new for the Browns, and the associated roster turnover with them is a sad reality. There are some current Browns who will not work out in the new schemes with the new coaches, sometimes through little fault of their own.

Here are six Browns who need to show they belong in Cleveland in 2020 by having a strong training camp.

The veteran right tackle has already lost his starting spot to free agent Jack Conklin. Hubbard has already taken a pay cut to stick with the team, but that doesn’t ensure his place on the roster.

Hubbard will need to prove he’s worthy of keeping as the backup tackle. Kendall Lamm is younger, cheaper and more athletic than Hubbard and he’s fighting for that same gig. Hubbard has been the better player and has certainly proven more durable, but that will only carry so much weight if he’s not impressive to the new coaching staff right away.

The Cleveland Browns have issued qualifying tender offers to three of their exclusive rights free agents. In what’s more of a paperwork formality, the team locked up the trio for 2020. The Browns announced the move in conjunction with issuing a second-round tender offer to restricted free agent RB Kareem Hunt.

Tight end Pharaoh Brown, running back Dontrell Hilliard and wide receiver/special teams ace KhaDarel Hodge were all issued their tender offers prior to the deadline.

Brown caught just two passes in nine games but demonstrated some promise for a larger role. He’s a Cleveland native.

Hilliard and Hodge made their primary contributions on special teams in 2019. They figure to remain fixtures on those units more than they contribute to the base offense.

An Exclusive Rights Free Agent (ERFA) is a player that has less than three accrued seasons in the NFL but an expired contract. They do not have the ability to negotiate deals with other teams.
