Gave Beane a shoutout
Back in 2017, the Bills hired Sean McDermott. After the ensuing NFL Draft that year, now-general manager Brandon Beane soon followed. Both of those guys came to the Bills via the Carolina Panthers.
Norman joins the Bills via the Washington Redskins, but as mentioned, he spent time in Carolina, too. In May 2017 when Beane was hired, Norman gave the executive a shoutout on Twitter. The cornerback said at the time “no need for luck with him,” referring to Beane:

With the shoutout in mind, it’s no surprise Norman finds his way to the Bills. One could assume he liked McDermott, or at least his defensive system that he was an All-Pro in. But clearly Norman also had a fondness for the GM as well.
