Native American tribes in the Land of 10,000 Lakers continue to be opposed to sports wagering. Republican Senator Roger Chamberlain introduced a new version of SF 1894, a bill he previously introduced on sports betting. He proposed requiring in-person registration for mobile sports wagering. Tribes continue to be concerned about how mobile sports betting would affect wagering in their physical, legal casinos. Minnesota does have legal gambling at tribal casinos, as well as a state lottery and charitable gaming, including bingo.

Republican Congressman Pat Garofalo introduced HF 1278 on sports betting in 2019, but he did not allow participation to race tracks. His sports betting was limited to wagering at tribal casinos, and all 11 Indian tribes remained in opposition.

Democrat Governor Gretchen Whitmer signed sports wagering into law in Dec. 2019, allowing mobile sports betting, as well as wagering to be done at three commercial and 23 tribal casinos across the state. Wagers can also be made at two race tracks hosting pari-mutuel horse racing. Sports betting revenue is taxed at 8.4 percent, with three commercial casinos in the Motor City paying an additional 1.25 percent in city tax.

Sports betting launched at Greektown and MGM Detroit casinos March 12, 2020, with MotorCity Casino also launching in mid-March. Two tribal casinos, including the Grand Traverse Bay in Acme Township, are operated by the Grand Traverse Band of Ottawa and Chippewa Indians. The Turtle Creek Casino & Hotel in Williamsburg also plans a full retail sportsbook with betting provided by William Hill, as well as the Leelanau Sands Casino on the western shore. None are online yet, however.

In late February 2020, legislation was released by a panel which has been studying sports betting for a year. Casinos, horse racing tracks, the state’s only slots parlor, and up to five online-only operators of sports wagering could be allowed to offer sports betting soon. Anyone wishing to bet would need to be at least 21 years old and physically be present inside state lines.

Republican Governor Charlie Baker proposed a bill in 2018 which would allow betting at licensed casinos and through online platforms. But other lawmakers have proposed similar legislation. It sounds like the state is closer to legalization like nearby New Hampshire and Rhode Island, than fellow New England states Maine and Vermont.

Another sticking point among legislators might be whether or not to allow betting on in-state institutions such as Boston College, UMass, Harvard and Northeastern.

Republican State Senator Christopher R. West submitted SB 58 at the end of calendar year 2019. The bill which would permit casinos and horse tracks to offer sports wagering. If the bill passes through the legislature, it might be an issue for voters to decide in November 2020. According to West, a 20 percent revenue tax is part of the plan, which is the same tax rate for table games.

None. SB 58 does not include online or mobile betting, such as apps, which are popular in other states. According to reports, New Jersey made approximately $300 million in sports betting revenue in 2019, with more than 80 percent coming from online/apps, etc. …

However, casinos are in place, such as MGM’s National Harbor Casino in Oxon Hill near Washington D.C., and plenty of horse tracks are in place as well. It wouldn’t take very long, pending legalization, for current sites to open up retail space. For now, it’s a quick trip to New Jersey if Marylanders wish to bet in a physical building. Washington D.C. has also voted to legalize, and might be coming online soon.

Legalization of sports betting was put up for a vote by committee members in 2019, but they struck down SB 153 by a 14-6 margin. In addition, there were several amendments requested in the legislature, but ultimately the groups could not agree on taxation.

Democrat Governor John Bel Edwards reportedly supports legalized sports gambling, but the state legislature is currently a majority Republican, so that’s another obstacle. There are plenty of casinos in the state of Louisiana where you can play table games, slot machines, etc. …, including in the popular New Orleans area. However, sports betting remains an issue for another time.

As mentioned above, no retail sportsbooks currently exist, but casinos could easily convert space in short order if legalization takes place. The law was passed to allow both online and in-person sports betting inside the district, and it was expected to launch before the 2019 NFL regular season. However, that did not happen, and instead the rumors are for the summer of 2020.

Former Republican Governor Chris Christie fought hard for sports betting to become legalized, but he and the state lost in a lower court system originally. However, they lobbied for the case to be heard by the Supreme Court, which ruled in their favor in mid-May of 2018. Democrat Governor Phil Murphy made the first legal bet at a sportsbook June 14, 2018. State law A4111 allows all residents of the Garden State over 21 years of age to wager at licensed sportsbooks at all casinos and racetracks, as well as online.

However, bets are not accepted for any colleges in the state. This includes Rutgers and Seton Hall, as well as many other smaller schools. Wagering on any collegiate event inside the state’s borders are also prohibited. There are no restrictions betting on professional sports franchises like the NFL’s New York Giants and New York Jets, and the NHL’s New Jersey Devils, however.

The state is banking on additional revenue from players from nearby states that don’t allow sports betting.
