The Sea’s Legend is a quest in Pokémon Legends: Arceus that enables players to catch Manaphy and Phione, both of whom are beloved Mythical Pokémon from the series’ fourth generation. While many quests of this nature can be relatively straightforward, there are a few steps in this one that complicate things. That’s where we come in.
Originally referenced in a book in Brilliant Diamond & Shining Pearl’s Canalave Library, keen-eyed fans already knew what this quest was going to entail before Legends: Arceus even came out. Still, expecting something doesn’t always make it easier. One particular part of this quest is pretty arcane, to say the least.

But again, that’s what we’re here for. Here’s how to complete The Sea’s Legend and catch Manaphy in Pokémon Legends: Arceus.
Pokémon Legends: Arceus — Starting The Sea’s Legend quest
Starting The Sea’s Legend is easy — all you need to do is head over to Professor Laventon’s lab and pick up a request literally called “The Sea’s Legend” from the blackboard. We did this after beating the main story, but it’s possible you can acquire it even earlier. It’s labeled as Request 66, meaning it should technically become available during the Coronet Highlands section.
If you’ve played BDSP, there’s a good chance you already know what you need to do next: Catch a Buizel, a Mantyke, and an oversized Qwilfish, who we can now recognise as its Hisuian evolution, Overqwil. While Buizel is easily caught in the Obsidian Fieldlands and Mantyke is everywhere in the seas of the Cobalt Coastlands, getting Overqwil requires a bit of extra effort.
Pokémon Legends: Arceus — How to get Overqwil
To get an Overqwil, you’ll need to catch a Qwilfish in the Cobalt Coastlands. This is the hardest part of the quest because evolving Qwilfish is pretty weird.
Instead of training Qwilfish to a certain level, you’ll need to make it use the move Barb Barrage 20 times in battle. What’s more, it has to be the Strong Style variant, meaning you’re using 2PP out of 15 every single time you attack. Our recommendation is to go to the Obsidian Fieldlands and keep using it on the Bidoof and Starly at the beginning of the map. That way you can easily run back up to camp, restore Qwilfish’s PP by resting, and go right back down to grind Strong Style Barb Barrages again.
Once you’ve done this, you can evolve it into Overqwil. For the next part of the quest, make sure you have Buizel, Mantyke, and Overqwil in your party.
Pokémon Legends: Arceus — Where to find Manaphy
Now we’re on to the home stretch. According to The Sea’s Legend in BDSP, you need to pass through a certain gate. Head to the Cobalt Coastlands and sail through the two massive spikes protruding from the ocean — the ones right above this paragraph, actually — in the evening time.
Once you do this, you should trigger a short cutscene, at which point a new quest marker will lead you to Seaside Hollow. This is where you can catch both Manaphy and Phione.
