Under the CBA, it’s up to the league and for the second straight year it won’t have one.

For the second year in a row, the NFL is choosing not to hold a supplemental draft this offseason, per NFL Network’s Tom Pelissero.
Last year’s supplemental draft was also scuttled amid the COVID-19 pandemic. The draft gives players who hadn’t originally declared for the NFL draft to make themselves available for selection by one of the 32 teams.
Though rare, teams have found key players via the supplemental draft route, including Terrelle Pryor and Josh Gordon in most recent years.
