They’re the ones who make the biggest and most immediate impact in the transfer portal – the quarterbacks are still the stars.

Granted, the four teams in the College Football Playoff were all led by homegrown stars – for the most part, even though Stetson Bennett left and came back – but that Caleb Williams guy was pretty good.

Based on a loose combination of best player/will make the biggest impact, here are the 20 best quarterbacks in the 2023 college football transfer portal and where they all landed.

According to the final Coaches rankings, how do the programs rank all-time, by decade, and by era? Which ones were the best over the 1990s?

Take all the Coaches Poll final rankings and use our CFN scoring system – the AP final regular season No. 1 gets 25 points, the No. 2 team 24, No. 3 23, and so on down to the bottom.

This was the decade that saw one massive pivot that distinguished the Coaches Poll from the AP Poll. The AP college basketball poll has always finished up at the end of the regular season. The Coaches Poll switched to delivering its final top 25 rankings at the end of the NCAA Tournament after the 1990-1991 campaign.

That means from 1992 on, the Coaches Poll turns out to be far more representative of the two polls when it comes to judging a season in its entirety. On the flip side, now everything is about the NCAA Tournament when it comes to the top two – for good and for bad.

USC was fantastic, but the Coaches Poll had to name BCS Champion LSU the 2003 national title – the AP went with the Trojans.

Florida won two national championships under Urban Meyer, Oklahoma was almost always in the mix, and Ohio State won the 2002 national title and reestablished itself as a superpower. But it was Texas that ended up winning the decade with six top ten finishes.

So here’s the funky part about the 2010s. 2012 Ohio State went 12-0 but was on probation. It didn’t go to a bowl, and by the rules of the Coaches Poll wasn’t ranked. That would’ve easily broken the tie at No. 2, but no one was touching Alabama with four national titles and seven top ten finishes in the decade.

The 1990s brought two interesting twists. 1990 came the change from the UPI Coaches Poll to the USA TODAY branding. In 1998, the BCS era started with the poll naming its national champion based on the team that won the BCS Championship. That clashed at times in the 2000s with the AP poll.

Florida State was knocking on the national championship door for several years under Bobby Bowden, and it finally kicked it in with national championships in 1993 and 1999.

Nebraska had a phenomenal run with the 1997 USA TODAY Coaches Poll national championship – Michigan got the AP title – along with the 1994 and 1995 titles, but Florida State finished in the top five in every year in the decade.

There was a ton of controversy in the 1970s when it came to national champions. The Coaches Poll didn’t start awarding its national title after bowl games until 1974. However …

1974 Oklahoma was on probation. The Sooners were the final No. 1 in the AP Poll, but the Coaches Poll didn’t rank teams on sanctions, meaning USC got the national title and Alabama ended up scoring more points overall to be the school of the 1970s.
