The NFL wanted at least two preseason games. The NFLPA wants none. And among the agreed-upon details from the NFL for reporting to training camp is to have no preseason according to multiple reports.
The NFL has also agreed with the players on a ramp-up period between 7 and 18 days
With anything, there will be a catch. If the owners are willing to have no preseason games, they will want the players to compromise on some of their demands as well. In this case, it sounds like, not surprisingly, it comes down to money.
Hearing the NFL has budged on a lot more than daily testing. League is offering 0 preseason games, and expanding the acclimation period (no hitting) from seven to 18 days. NFLPA has yet to agree. Seems this is all coming down to financials.

So, just because the league offered, doesn’t automatically mean the players have accepted. But it sounds like a step in the right direction that the owners are willing to move on certain details.
