Norman, 33, spent last season with the Buffalo Bills. The 2015 Pro Bowler and First-Team All-Pro started 11 of his 21 games across two seasons with Washington and Buffalo.
The Panthers selected Norman in the fifth round of the 2012 NFL draft. In his nine-year career he’s tallied 95 starts in 120 games. He has 15 interceptions and 83 pass breakups in that span.
To add him the 49ers would need to make a corresponding move on their 53-man roster.
